By definition, yes.
If regulated to prevent pimps from effectively enslaving the girls, then it becomes a simple matter of providing sex for money -- no different than any other contract for services .

by victimless do you mean that nobody is physically harmed? because crimes like prostitution take a HUGE emotional toll on an unsuspecting spouse once the infidelity is discovered. even if it was regulated so that sexually transmitted diseases and pregnancies were impossible, it would still break up families and marriages (where the children and spouse would become victims)
i dont personally agree with this at all, but if it were an open marriage or sorts and the spouse was aware of the actions of the other, there are swingers clubs and other consentual (non-monetarily) accesible options. in other words, you dont have to PAY for it, if both partners are ok with one or the other taking part in extra-marital affairs. prostitutes are used when the customer doesnt want thier partner to know. if that is the case, then it is not a victimless crime.

If prostitution is regulated, then health risks (STDs, HIV, AIDS) would be managed via mandatory testing. Also the sex workers would receive protection from murderers and rapists. Consider legal brothels such as The Moonlight Bunny Ranch outside of Las Vegas. The women go through mandatory weekly testing, safe sex education (condoms are mandatory for all acts), and are protected via cameras and bouncers.
You can't regulate morality and if a married man (or woman) is going to cheat, they're going to cheat whether it be with another cheating spouse, someone at a bar, a coworker, or an online fling, or a prostitute. CHEATING creates victims, not the method through which the cheating is accomplished.

hmmm.....why don't you go call a prostitute and then when you find out you have aids or some other disease we'll see if you think it is victim less or not. There is no way to "regulate" prostitution! Do you really think that everyone will be up front about diseases and stuff? Do you think the ones that have diseases are actually going to tell people? I think not!

Its a victimless crime regardless of regulation. everyone involved is there, because they want to be. The only crime I see, is if the Ho charges to much. :)

No prostitutes carry out a necessary trade. there are many
thousands of men who for various reasons cannot form relationships with women without prostitutes to turn to there would be many more horrible rapes and murders. prostitution
should be legalised not demonised,
PS i have never had to turn to a prostitute for sex.

Prostitution brings a seedy element to the neighborhood. Those seedy people are more prone to commit crimes and create victims, so I'd have to say NO.

Prostitution is never victimless. But it shouldn't be a crime, either.

If it were regulated, it wouldn't be a crime at all.

It would be if they had it regulated that married men could not participate. And that will never happen so I guess my answer would have to be no.
