Just to cover the whole code:

195 is the tread width
45 means 45% or 195 is the sidewall height of the tire
15 means a 15inch rim
78 is the load rating
V or VR is the speed rating. V = 240KmH or 150 Mph

Also on one of the sides of the tire is a DOT code. the last 4 digits tell you when the tire was manufactured. 3605 means the 36th week of 2005. If there are only 3 numbers followed by a triangle (369<) the 36th week of 1999.
