concrete cleaner. Put kitty litter on it till you can get to your local home improvement store. there is cleaner right by the deck sealer.

There are lots of really good products you can purchase at hardware stores like Lowe's. Some are made specifically for oil spills on driveways, most of them are dry compounds, and not too expensive.
I have a problem with mildew on the walls of my basement, even though I run a dehumidifier all year long. I found a mixture of chlorine bleach and water works very well. About one cup of bleach to a gallon of water.
