I dont think they would. If they were born deaf they dont even know what they are. If by some messed up insane chance there were voices i dont know if they would recognize them as voices if that make sense? Eh idk..But wait- if the brain doesnt know how to generatevoice how do they think to themeselves maybe they do know what voice are..? Good questionn...Oh, what they would say and sound loike all depends on the person..

No. Since deaf people do not have all 5 senses like hearing people do, God has bless them to have another sense. In the case you described, I pretty sure they wouldn't hear voices but another sense may kick in.

you dont have to be crazy to hear voices.
if they were born deaf (completely deaf) then i highly doubt it.
because there mind wouldnt be able to create voices because they dont know what voices sound like
god it would be difficult and frustrating being deaf
