Because they don't want to. They're perfectly capable of controlling things when they want to. Remember all the Palestinians dancing in the streets of Gaza to celebrate the attacks of 9/11? Arafat got them off the streets PDQ when he found out how much the images were hurting him on CNN! Abbas is playing the same game. He's letting Hamas take the heat for him.
