Yes. But it actually depends oon which version of Vista you have. Some versions don't have Flip 3D.

There are many cards available in the market which are Vista Capaable but that doesnot mean every card will run Windows Aero features and Flip 3 D.
For Windwos Aero and Flip 3 D, you should have a card which meets all these features:
A Windows Aero-capable graphics card is a graphics card that meets the following requirements:
• Supports a Windows Display Driver Model (WDDM) driver
• Has a DirectX 9-class graphics processor unit (GPU) that supports Pixel Shader 2.0
• Supports 32 bits per pixel
• Passes the Windows Aero acceptance test in the Windows Driver Kit (WDK)

When your video graphics card says Vista Capable it means the Vista Operating system not other programs compatible. If those programs are on a system that is apart of your vista operating system then yes your card will work fine.

No, it does not.
According to eWeek.com, here are the minimum requirements:
"For Aero effects video graphics cards should support: DirectX 9 with an LDDM [Longhorn Display Driver Model] driver, 32 bpp [bits per pixel] color depth, and 64MB of graphics RAM."
Microsoft claims you need at least 128MB of graphics RAM.
I would personally recommend a card with at least 256MB RAM.

in a word....... NO
not necessarily, a card that will display the basics of vista is not going to say it's incapable of full functionality, or else you wouldn't buy it.
