Might be bluebird, but the bill doesn't look heavy enough. Chest markings - what can be seen - not quite "right" Try compaing with male parula warbler. I'll try to find a pic to post.

ADDITION: also look at white around eyes! compare with photos

Northern Parula Warbler (Parula americana) Common in your area.

Among the clues that differentiate Parula from the Eastern Bluebird -- the easiest to see:
Parula has (broken) eye rings and wing bars. Your picture looks to be a male, tho' his breast markings aren't "text book."

Bluebirds are more intense blue and have more red/orange on their breast.

I dont know the precise call for the fowl yet i said it has a featherless head. Featherless head and tremendous hooked beak oftentimes aspect out a carion eater of a few style. Carion eaters are the "street kill freshen up team" of the fowl international. They devour useless and diseased animals they discover. they do no longer oftentimes "hunt". i'd say you've been searching at some type of community type of vulture. examine you community library for birds community for your section. Or deliver your photograph to the community fowl watchers society. they can allow you to know precisely what style of fowl you've.
