I don't think it has any special meaning. Wherever did you get that notion from??
But I gave it an afterthought. It may sound crazy, but here I go..
1) You have a number 301989888..
2) Arrange it in the following manner: 30-1989-888
3) Don't you think that 1989 kinda sounds like an year??
4) Now, there are three eights in the last part of the number. so, is the number'3' at the starting...!
5) Treat the number 'zero' as some kinda break in the code..
6) so, what you have got is: 3 1989 888
7) we are getting near.. Now take up the number- 888. Add all three digits. you get 24.
8) so, now our number looks something like this: 3 1989 24
9) Now, we will tweak a bit.. Rearrange the three parts of the number like this: 3 24 1989 or 24 3 1989
10) Voila! we have got it..! . The number now looks like a date. i.e 24th of March 1989.
11) I guess it is your birthday! or of much historical significance...
12) But honestly, as I have told you, it may all be crap!

it can be digital imaging exposure time
or it can refer to intermittent library cache pin/lock problems
question is what are you refering the number too
