Seriously, if you're sick, do you start attending medical school or do you go to a doctor? Same thing here.
You hire professionals who can accomplish a task and you provide them with the tools they need to succeed (read: money.) If you need to borrow money or give away equity to fund the initial launch and sales effort, well ... welcome to the world of corporations.

The best sales effort is through distributors. Seek distributors that sell other products, or maintain company networks. Be sure to train your distributors fully.
Direct Sales will help in a small degree. This means that you should find companies and speak to them directly. It is easiest to discuss the details of your database in person. E-mail and websites simply won't do, as you must instill new knowledge into your potential customer. Explain quickly, the basic benefits. You might even setup a trial or demo version.
Without good marketing and sales, even the best ideas can fade away unnoticed. Make it your mission to talk to at least 5 different contacts per day, whether they are potential distributors for you, or direct company contacts that might buy your product.
The money is IN THE MARKETING, not the fantastic high-tech development. It takes that PEOPLE contact to close the sale. You might say, THE DOT COM BUST is still in effect, and e-mail and websites will not do the trick.

Unfortunately, you don't have anything original to sell.
2-tier architecture has been around for decades, and has several problems, which is why the business logic was separated out into a third layer.
So all you can do is come up with some marketing doublespeak and BS and hope unsuspecting companies fall for it.

Go and look up the company's boss personally and persuade the boss with your ideas and you got to be sincere about it. That's all I can say. The rest is up to your own luck.

well you can write a detail or proposal about it and sent to every company that you would like to sell to. if you get lucky they will contact you.
