No, it's not. Unless it's one of those people with no personality that fears all things artful, different, or exordinary. Sometimes they use the word 'freak' in a harsh way. But, we just laugh at those people-because they are very, very boring.

uhm yeh if somebody ever called me that to my face id feel drawn to beating them to within a inch of there life
it sounds like a word for closed minded people who only expect people to be a certain way and anybody who thinks outside the box is a freak

Yes it is a harsh word esp. when it is directed at you and you felt what it means to be one... and when you get eaten by this thought...that is when it manifests in your persona.
