You definitely need a Passport to go to Cuba from Canada, at least. I think it is just good practice to travel anywhere with a valid passport. Just so you know, while entering and exiting Cuba they do not stamp your passport, they stamp your visitors visa, which is given to you on the plane. That way there is no evidence in your passport that you were in Cuba. At least that is what they did in Varadero.

Contrary to what the user said about a passage of visiting Cuba being printed in U.S. Passports, this is not true. U.S. does permit travel to Cuba if you have a U.S. Treasury license before you depart. You will also need a visa from the Cuban Interests Section once you get your license. However, many Americans still travel to Cuba with their passports and immigration controls in Cuba know NOT to stamp U.S. passports. With no indication of travel to Cuba, Americans can spend freely and thus help the present government survive. You will need a passport regardless of nationality to enter Cuba.

Cubans, their relatives, journalists, missionaries, and political delegations (senators, representatives, governors) can travel to Cuba with a U.S. Treasury license. Also atheltes participating in international/regional games, and artists (ballet dancers, musicians) traveling to Cuba to perform in a cultural exchange program are usually allowed to travel to Cuba legally with U.S. permission.

By law you can only legally go to Cuba if you have direct relatives who live on the island(parents, siblings, children). If not it is illegal.
