Would we have a better system of government if only veterans who were discharged honorably (or retired) had the franchise?

No. As much as I hate to disagree with you, we would just end up with a totally militaristic ..... no wait, there are enough whining liberal ex-military drug users out there to put out the image of a balanced election, sure, why not.

The "Starship Trooper" system sounds good on the surface, but in probably unrealistic in practice given our society today.

However we can and SHOULD do all we can to make sure that we elect the VETERAN to public office whenever possible. It doesn't matter which party the VETERAN represents, at least we know that at one time the VETERAN was willing to sacrifice for the good of this nation. That is one pretty good reference.

In my view, we'd have a better system of government if only those who actually paid taxes got to vote, so that we would stop electing people whose only goal is to vote themselves the Treasury.
