Yes, it is true that it can be hormones. Boys are also born with mammary glands (same as women). They only difference is that as boys go through puberty and have a surge in male hormones, the tissue changes and development stops in the area so boys do not get breasts. This is why from time to time people hear about men that have been diagnosed with breast cancer too, but it's rarer than in women.
You can try doing extra cardiovascular workouts to burn the additional fat off from that area and do some light weight training with lower weights and lots of repetitions to help to tone your chest area. At your age your body is still developing and lifting heavy weights is still not recommended.

Yeah, it sounds like a hormone imbalance. This could be triggered by a diet of soy proteins. Soy milk Soybean oil etc. I would think about changing your diet and seeing a doctor anyway. You might also look into thyroid problems also.

go see your doctor and get your hormones checked that is what could be causing this try push ups to firm them up and reduce the size

They should go away as time passes. You can't firm them; you don't want to firm them! Relax, and let your body go through its changes.

I would weight train and get your upper body toned. Iknow this sounds weird but you might have to get a mans sports bra. If they don't have one for men you might have to get one for women if you don't want your "man boobs" flopping around.
