Those are log files from Windows updates performed on your system, they are safe to delete.

deleting it is not a problem since it is not the update or system file. Caused of this is the installer failed to clean itself after installation.
You may want to uninstall the update then reinstall

BTW, did you restart after updating?

Notepad files are usually very small in bites so no point removing them. They're not doing any harm

try running ccleaner. It will automatically delete all system generated temp files
cleaner > Analyze > Run Cleaner
