The house was owned by the local council (not a council house) and given to the local town trust to renovate & rent out. Is there any right to buy or right to acquire such a property?

I am sure there are some restrictions. I don't think you could forcably buy it if it weren't actively for sale. You would also have to see if there are conenants in the transfer of property. The exchange of property may actually be a lease for time condition. Does the town trust have outright ownership?

It depends on the legal status of the town trust.

In general terms, only council tenants and tenants of housing associations which do not have charitable status have a right to buy.

Best idea would be to ask the Trust.
