Simple Answer: The 49ers
However I think they overpaid for too many of their players and could hurt them in the long run. They could go from a decent year last year to a serious playoff contender as Gore lead the AFC rushing and Smith will only get better.
The Brown should also have a better year but Im not sold on any of their QBs. Troy Smith could be a great late round pick for them and Adrian Peterson and Lewis would make a nasty 1-2 punch (like Bush and Duce last year). They also need to beef up their OL a little more.
I think the Raiders will improve their record the most. I hope they don't draft Russell because I fear he turn into a Joey Harrington with their bad OL. I would draft Joe Thomas 6'6 311 and runs a 4.8!!! With a good OL and their new signs Rhodes and Griffith they can establish the run - leads to a better passing game and some play action -> Moss deep for 6. Please get Jordan involved in the passing game. They could be the Jets of the 07-08 season. Walters can get the job done with a good OL just like Pennington did even though everyone doubted him too. And if they draft Calvin Johnson imagine Moss, and Johnson 1,2 and Porter in the slot..... Walters only concern will be whos stats to improve. Plus their D is NASTY and will only get better wil their young players like Huff and Morrison. I cant imagine how good their D will be when they arent on the field for 40 minutes a game.
Also the Pats improved the 1 area they needed to be a completey scary team. I think they are the team to beat.

Who 'will' be most improved cannot really be judged at this point as the NFL draft is still a month away and there is a lot more offseason transactions to occur.
However at the point you would be looking at teams such as:
San Francisco - Have spend a lot of money to add plays such as Nate Clements, Lelie, and Lewis. Obviously they will continue to improve with Alex Smith and Frank Gore continuing to develop.
Washington - with the further additions of Fletcher and Smoot to an already talent loaded defense this team should finally produce. They now have an up and coming superstar at QB and with those speedy receivers look for a better performance than in 2006.
St Louis - finally the Rams already have an established offense but have futher bolstered this with Bennett and McMichael. If the defense can find its groove, much the way New Orleans did with limited talent the Rams could make a big run.

The Buccs probably. They had a bad record last year but are only a year removed from the playoffs and winning their division. They had a lot of things go wrong last year. It looks like they improved at their weaknesses and added more depth. They also might end up with Calvin Johnson which would help even more.
There are some other teams like the 49ers that will probably improve but the Buccs had a much worse record than them.

The Raiders if they get a decent QB probably will be. The Browns have a good chance if they aren't all injured this season. The Bengals WON'T win the division as the Ravens aren't weakening any and the Steelers should be stronger this year. Just remember the Bengals tied with the Steelers for the Division and won by Division record. Oh and I'm going by improved by RECORD, not by who has better stats this year.

I agree with the gent who said that it should be answered after the draft. However, having said that....
San Fran. spent a ton of money, but spent it wisely...Nate Clements, Tully Banta Cain( a steal for them, this guy has a ton of potential), although they spent too much on Michael Lewis (not that good, really). They, right now, are my pick in the NFC for most improved.
AFC----wow. New England. How can a team that went 12-4 and went to the AFC championship be allowed to do what they have? They needed help at WR and KR----so, they sign Dante'Stallworth, Kelley Washington, and Wes Welker. Help at LB? Sign Adalius Thomas. Oh, by the way----New England has TWO first round picks (one as a resultof trading Deion Branch to Seattle). And, they draft strong. Good Grief----this is how dynasties are built and sustained.

I think the NFL should be watching the Rams this year. Giving that offense another year under Linehan alone will make them better. Then you add a couple more weapons to the mix and the offense could be incredible. Same goes for the defense, Jim Haslett is an incredible defensive mind and with another year working with the Rams they should be much improved. I think the Rams can win the West.

tampa bay has been doing a lot in this off season, maybe i just hear about it more because i live in florida, but it seems everyday is a new reason for them to be better and they haven't had much success in the past few seasons, so nearly anything is improvement, other then tampa bay i have a strong feeling the raiders are going to grab russel from lsu and that could start turning them around, although i think it will take longer than just this next season

At this point in the offseason, the Baltimore Ravens have improved quite a bit. However, almost everyone has forgotten about the New England Patriots. Adalius Thomas, Wes Welker, Donte Stallworth, gives them younger players that are dominant(Thomas) and up an coming star recievers. Add that to an already AFC Championship game team, and New England becomes the odds on favorite for next season.

Like the person 2 above said. It cant be judged at this point with all the free agents. Hiwever, id say to look at:
San Fransisco- With the signing of 2 key players they have something they have never had before, a defense.
Tampa Bay- after Chris Simms got hurt Tampa bounced back and fourth between qbs who never really did anything. With Jeff Garcia you've got a big risk but you've got Chris Simms back too.(Jake Plummer Retired)
Miami- They signed a couple of key players so they should have just about an un-stoppable D(assuming no one gets hurt) All they need is a QB

I believe that the Titans will be the most improved team. I'm not saying this because of anything they might do in the offseason but because Vince Young will improve and will be starting the whole season this year.
