some anti-virus programs will pick up pup,s(potentially unwanted programs),and these are programs or apps that the scanner thinks may be a problem now or in the future, but they are not actuall problems
when you installl your os after a format(the windows format is only a low level format,so most good un-delete software could probally retreive software even after a format)there is still retreivable data still on the drive, but this shouldnt be picked up by the scanner
i can only see its a problem caused by the scanner, either p.u.p,s or false positives, these are errors that dont actually exist but the scanner beleives they do
all i can suggest is to remove your current anti-virus software and install a program like avast4.7(http://www.avast.com/eng/avast_4_home.html),and see if the errors or problems exist under this anti-virus software,if they dont its obviously the previous anti-virus software
would your a/v software happen to be norton or macafee,as these expensive programs tend to have these type of problems
good luck

It seems that the computer has got adwares on it. Try running antisyware programs
spybot s&d
http://bestofrest.blogspot.com/2007/02/spybot-search-destroy-antispyware.html
if it does not remove it, then run smitfraudfix tool
http://viruscleaner.blogspot.com/2006/12/smitfraudfix.html
You will need one firewall
http://bestofrest.blogspot.com/2007/03/comodo-personal-firewall.html
also use a general purpose temp files cleaner CCleaner
