What happened in Batman: Night Cries?

Batman is on the tail of someone who has assumed Batman's identity and is violently killing child abusers. Batman wrestles with the conflict between the ersatz-Batman stopping abuse of children (especially given that abusers often never stop abusing children and that this abuse can destroys lives) and the gruesome murder being committed. Commissioner Gordon sheds some light on this by telling the story of his own abuse as a child.
