Men's pants are sized and marked according to what the actual inch measurement of garment (e.g. If it's 32W, that means 32 inch waist, 34L, that means 34 inch long inseam.
Womens sizes totally don't make any sense. Size 3 is actually 28 inches in a woman's size?

Simple. Psychology and intelligent marketing. Woman are constantly terrified that we are fat even if we are a size 5. The waist line in most size 5 jeans is 30 inches. Women feel guilty enough for every inch on their waists, we don't want to look at an exact measurement of it every time we are trying to do something we love, shopping. Men buy pants because they need to not be naked in public. Women buy them because it is FUN, and speaking personally, something that gives us a real thrill. Why ruin that beautiful moment by reminding me that my waist is exactly 4 inches wider than it was in high school? Those nice small numbers, hide the exact measurement and make us feel more like carrying that article of clothing to the counter and turning it into a purchase.
The average woman in this country wears a size 12. That is 36 inch waist (on average). How many women do you know that want to go pick up a pair of 36s?

Size 3 would actually fit someone with a 25 inch waistline, but because most jeans sit lower than the natural waist line, in this case if would be a 27.
Here are some typical bust/waist/hip measurements for different female sizes:
Size 0: 31-23-33
Size 2: 32-24-34
Size 4: 33-25-35
Size 6: 34-26-36
Size 8: 35.5-27.5-37.5
Size 10: 37-29-39
Size 12: 38.5-30.5-40.5
Size 14: 40-32-42
Size 16: 42-34-44
