The fruit trees in my yard really out of hand, there're too tall now , and I would like to replace them with ones that don't grow tall. I have some young saplings that I could maybe use. I heard some where that if you cut the tap root while it is young, you could stunt it's growth. true or false?

Depending on the position of your fruit trees (or new ones if your going to plant them) it might be easier to use the Espalier method, having a 2 dimensional tree can save you all the space you need, check out the wikipidia link provided then ask local nursery men for better details suiting your location, hope this helps

just because they are to tall now doesnt mean u have to cut them all down and replace them ! apple trees are easiest to prune any branch that grows straight up will not produce fruit(or very little if it does) so these can be removed . that should cut the height of the tree down by 1/3 or so . now depending on the other fruit trees in your yard and place you live it try going to the library and looking up those spacific trees and pruning methods . as far as the tap root is concerened i would be very carefull u are more apt to kill the tree than stunt it

Prune the existing trees back by 2/3 keeping the same basic shape. You could try the bonsai method with your saplings by pruning roots by 1/3 and branches 2/3, this will require consistant pruning as they grow to keep them small.

It would take a very long time
Dwarf is small trees for variesest resaons just like people and bred with other small plants of the same genus such as a mountain dwarft pine with a potted pine from your house and the resulting plant will be smaller
even better plant it in a pot in the grown and see how long it lives
