In theory, yes they can, though most spyware only add little annoying programs to your computer or they take information from your computer but they do not view your webcam.
I would suggest that you download SpyBot or Adaware and have these spyware removed from your computer.

There are many diff. types of spy ware. Most just record where you go (porn sites, the garden section, yahoo answers etc.) and then you get lumped onto a list and your info is sold to people trying to sell you things you have interest in. Others can try to back door into your system to get your personal info. You should set up a firewall to keep them out. Delete all spy ware because they have no business watching you. Run spy ware often and delete when you can. Stay safe.

spyware could certainly do all that. the more common ones collect either key strokes your type or scan for sensitive information such as credit card detials, or even just marketing information about you.
get a good spy ware remover or format your computer. never save credit card details onto your computer.

Yep, absolutely everything that goes trough can be copy, watch, scan, destroy or use... sometimes they just mean annoying pop up windows.... sometimes is worst... try using the free spy ware detection offered by yahoo on the toolbars.
