The moon has been used as a communications satellite. The Navy first tried it as an experiment in 1951 and had an operational system for communications between Washington DC and Hawaii in place by 1959.

Using the Moon as a communications relay was stopped because geosynchronous satellites do a better job, not because the idea didn't work.

The Moon was visible to each location for about 12 hours a day. Of course, the Moon rose in Wash DC hours before it rose in Hawaii and set in Wash DC hours before the Moon set in Hawaii, so communications between the two locations were available for less than 12 hours a day. Geosynchronous communications satellites were first launched in 1963 and are visible to users 24 hours a day.

The moon is on average 238,857 miles from Earth. It takes a radio signal 2.4 seconds to travel to the moon and back, not practical for any applications today. On 4 December, 2006 NASA did state that there are plans to build a permanent base on the moon as a stepping stone for manned missions to Mars but that will not begin until around 2020. The effort, cost and time needed to send a craft to the moon are too great to make the use of the moon as an artificial satellite feasible.

Likely the moon could be used as an artificial satellite for limited purposes. However, the earth spins on its axis (once per day) and the angle between a transmitter/receiver on earth with respect to the moon would constantly change and be available only about 12 hours of every 24. Geosynchronous satellites remain fixed in orbits above the earth and are closer avoiding significant signal delays and use weaker signals (less energy) than would be required by a moon station.

Moon is our 'natural' satellite and how can a natural thing be made artificial? If you meant that it should be used for communications etc., it is much farther and is available for only 12 hours a day. It is easier to put heavy communication satellites in closer geosynchronous orbits (less energy is needed) where they are 'visible' all the time. Also signals take a few seconds to go and return from the moon and this delay is not acceptable in many applications.

we see the same face but it still wobbles making it an unsteady platform.
It's is too far away and covers the ground erratically.
The wattage required to utilize it would be out of this world.
It's only practical use that I can think of is for lovers!
