hi you will have to check it out but i have a scientific calculator and when i put in 63.5 it came up with 127/2 and if you divide 63.5 by 100 then it gives you 127/200. i would have thought the second answer would be more acceptable.

What this question is really asking is for you to translate from one thing into another, just as if you spoke french you would translate dog to le chien.
I'll talk you through step by step of one way of working out the question.
Some people find that when they see a % sign they read it as "1 out of 100" or as a fraction 1/100.
So just as you can write le chein in french or dog in english and whatever the spanish is for dog etc you can also re write you question without changing the actual meaning of the question to:
What is (63 1/2)(1/100) as a fraction?
you can write 63 1/2 as an improper fraction = 127/2 (I'm presuming that as you're being asked to convert this into a fraction you are comfortable with doing this, if not just say and I'll be happy to talk you through that)
This means that the question can also be written as:
what is (127/2)(1/100) as a fraction? or without the brackets 127/2 x 1/100 = 127/200
