I guess it depends on what your criteria are. In my opinion, it takes a few decades before history can really evaluate the impact of a President's effectiveness.
I think Bush has done some things well and some things horribly. The same goes for Clinton, Bush (41), Reagan, Carter, etc.
As far as Herbert Hoover is concerned, I think a lot of his presidency has been misunderstood. Yes, the Great Depression occurred during his presidency, but he wasn't responsible for the fact that the Federal Reserve constricted money supply by 1/3, nor was he responsible for the Smoot-Hawley Tariff Bill. These two economic shocks were more responsible for the economic downturn than anything Hoover did or did not do.

I think Herbert Hoover might be the second worst present ever. Hoover made huge blunders as the country plunged into the Great Depression. It took at least 10 years for the US to recover.

George W. Bush holds the number one spot as the worst President ever in the United States.
All others who have been designated as worst Presidents don't stand up to George W. Bush's stature as worst president.
What is disturbing too; is the apparent sizeable group of neo conservatives who continue to support this administration in spite of the overwhelming evidence of colossel mismanagement of all social programs, terrible ideas about social security, i., e., personal accounts, health care for the elderly and the famous donut hole; treatment of wounded veterans, poorly protected soldiers and marines, decieving the United States citizenry about the reason to go to war in Iraq.
Yet, there are people who continue to support this president? Unbelievable.

You must like Bush,if you are rich and investing in foreign countries,to the detriment of America. If you are illegal and in this country to the detriment of the American middle class, you will think he is great . If you are a drug smuggler and shipping drugs through the tunnels or in trucks across the border you will think he is great. If you are a Saudi and want another country to fight your battles you will think he is great. If you think it is alright to surround your self with corruption, you will think he is great. If you think it is right for a president to be above the law, you will think he is great.

No. Clinton could have prevented 9/11 but he didn't. In my book that makes him worse. Now George is trying to clean up Clinton's mess and prevent the radical Muslim militants from beheading you & me.
