What type of error does it give?
Try reinstalling nero, reboot the pc, then uninstall it......If theres a corrupted file, this will put everything back in its place so you can properly uninstall it....
Update: Be aware that registry cleaners are not recommended for the average user, the operating system relies completely on the registry, and one edit or delete can render your computer unbootable.....

reinstall Nero, reboot.
Then use the Nero uninstaller, not the Windows Add/Remove.
This has been a problem with Nero for a long time.
If you arn't afraid, you could stop the Nero Services and delete the Registry entires.

press "ctrl+alt+delete" all at once, and look for nero associated programs, like "incd", and click end task for them, but unless you plan on having problem with your dvdram drive, or cd ram drive you shouldn't uninstall nero, because it will seem like the dvd drive is a cd drive, and sometimes it will show you don't even have a dvd or cd drive, trust me keep it whats it doing, is it bothering you, leave it cause you'll regret it when you uninstall it, and if your looking to get space on your hard drive, than erase some file you don't need like music, movies, pics, and so forth, but unless your installing a different program to burn cd's and or dvd's , than do what i said at first, and it should have and uninstall button in the nero start-programs-nero spot so try to see if the program has a uninstall button first before what i said at first......good luck

To uninstall Nero 7 you need to use the CD.
When you insert the disk the uninstall wizard opens.
Click next, select "remove" and click "finish" after the files are removed.
I got these instructions from my manual
