From what I have heard, it actually happens a lot, its a problem in larger cities.
I was reading one of those children magazines your teachers give you and it talked about how some kids when around shooting hobos with BB guns because they believed no one would care.
It happened where I lived a two or so years ago.

I haven't heard about a rash of homeless people being killed here, so I don't think it's as prevalent. But I'm sure it has happened.

Every Country, Nation, etc,. Has its bad Criminals murderers rapists etc,. so yeah probably.
