The Arthasasthra was compiled and written by Chanakya about 2500 years ago, the great phillosopher, Minister and Guru of Chandra Gupta Maurya the first king and founder of Gupta Empire. Arthasasthram in its fundamental meaning would have been used from the very begining of rulers and kingdoms in varient forms. Chanakya has mentioned about Bishmacharya and Dhronacharya with reverence in his Arthasasthra.

Most of the kings used the " Arthasastra " for
their ruling, War, Collection of Tax, Construction of
New Temples.

This is applicable in whole world.
