Well I know this website called http://www.girland.com/. It's fantastic and a lot of fun. But it's not that informative, although other users can 'reply to your questions'. You might not want to expose her to some stuff on it though.

There's this website called www.stardoll.com which your daughter can check out. She can dress up her favorite celebrities there. I'm sure she'll enjoy it, especially if she's into celebrities and fashion. I'm 13, and I quite like it. However, I don't know any websites for puberty teachings. Sorry. But I have an idea: why don't you teach her yourself? Wouldn't that be better?
