I must recommend homestead.com - that's what I use and it's helped me from scratch with very simple 'drag & drop' tools.

But it supports advanced features as you get more familiar with it. Worth a look! Also they do a free version.

You can register for a blog under http://www.blogger.com/. It's easy to use and it's free. There are lots of templates to choose from. You can also register under Yahoo! Geocities. Also, you can create your own domain name, but you will have to pay for that.

Well , you can go to www.freewebs.com and make your own website . It has a beginner mode which you can then use their tools and skins and so on to make your website without using HTML . It is a good start for beginners .

www.bravehost.com...is quite good....rather than having your domain name being after the company's name e.g

:www.example.com/yoursitesnamehere

it lets you have www.yoursitesnamehere.bravehost.com

also its free and very very easy to use.
