You have a lot of options to design a website. You can use a more easier tool like "dreamweaver" . or an "image cafe" , You can either use hard codes such as html codes.
Website designing is rather easy (once you get the hang of it ofcourse), You can make a search on the internet about html codes and a dreamweaver software can be bought almost everywhere in a cheap price. Good luck to you and have fun working on your site.

Simple, learn HTML, XML and CSS first. Then, start on your design. Try to design something people will like. Don't get to flashy as that can be annoying. To much flashy graphics can distract visitors from the actual content. A thing to remember is you have 5 seconds to get the viewers attention. It takes about 5 seconds for a user to know if they can EASILY find what they are looking for on your site. If they can't, then you loose them forever. You can also use a What You See Is What You Get (WYSIWYG) editor, such as Dreamweaver to design your site.
Edit: I do not suggest using a third party designer such as the GEOCITIES.COM design software to design it, as the designs made with those are not that great and often terrible. The same goes for the websites mentioned by the poster above.

There are many programs 2 do so. But u can start of by downloading a easy site from your browser and open the "index.htm" file in the Editor. Try to play with it a bit, like changing the background colour or adding tags (that the comands in <>). if you got a bit familiar with the Editor, you can buy a professional program which makes it much faster (not necessary easier) to create a website.
