It's always best to submit to an agent first. Most publishers are so swamped these days that they no longer accept direct submissions. Therefore you need an agent. The best place to find one is on the web at the Predators and Editors website. I'm including it for you. Do yourself a favor and check it out.

It depends on what you want. A lot of people here suggest agents but I don't think they know what they're talking about, perhaps they've read this on a literary agent's website, but they've never actually had to deal with them.
I say this a lot, but literary agents are scum. Why spend the money when a publisher is going to just look at your manuscript the same they would without an agent.
If you want to get into a massive publishing company, which is just a terrible idea for a first time author, then an agent can, dare I say, be helpful.
But most good medium sized publishers will allow for submissions from anyone, agent or not. I've even run across some publishers who would prefer you not use an agent.

come off it, friend! an agent is the surest way to get ur work pirated and your ideas jeopardized. move it sraight to a publisher if you want at least some level of secrecy for your works.
