You can trouble shoot with your existing configuration. Better do de-fragmentation of your hard disk and remove all unwanted soft wares from your system and remove viruses if any, it will work faster.

Well, nowadays are P4 or P Duo, doesn't means you can't fix your P3 Computer. What could be the Problem?
Software or Hardware?
is it you want to rebuild your computer? P3 I could recommened that you use Windows 2000 Server as the highest OS it can run (don't use Vista or XP)
There wasn't much changes in Hardware or you need not worry if you are replace or upgrading your hardware parts.
Microsoft still provide a bit of older computers troubleshoot but it fading.
Anyway, what do you want to troubleshoot???

to troubleshoot the pc there is no requirement of speed or configuration, but i think u dont have much knowledge of computer about software, better u go to the engineer.

They will give you a list of recommendations.
I don't really see in your question any specific problem with your system.
