That might seem impossible but it is done every day and by many.
First you have to convince people that it either is good for their health, the greatest tool ever, it will save people lots of money and anything else you can possibly claim for what you want to sell.
Look at all the diet programs that people spend a massive amount of money on and there is none of them tat will do any good on its own.
There are all kinds of get rich schemes out there that people spend way too much money for and get nothing in return.
How many different exercise devices have you seen for sale that people do buy and then put it away and never see it again.
If you have the gift of gab to convince people they need what you have for sale then you will sell it.
Here is one for the thought. There is a refresher on the market that people buy a lot of and pay good money for. It is a small spray bottle that you aim to your own face and get a refreshing cool mist. The contents of that bottle is distilled water with a very tiny scent. Yes that is it. People pay two bucks for about two ounces of water. Read the labels and it even tells you but in a deceiving way.
Anything can be sold to people if you can convince them they need it. Yes I have bought a few things that really were not worth the bother. ADVERTISING

You could find a way to require they buy it. Maybe team up with the government on this one.
You could deceptively package the item and fool them into buying it.
You could sell it to a broker who'd give it away as a premium or an inducement to make other purchases.
Create a buzz making this product a "collectible".
Sell other, similar items that're somehow incomplete until augmented by this particular item.
Practically give it away, but charge enough shipping/handling to remain solvent.
Maybe sell off component pieces-scrap may be worth more than the whole item.
Change the perception that no one wants to buy it. Leak something to the media or just buy some advertising.

answer these questions..
what does this product do?
why do we need this product?
what makes it different from all other products?
you need to look at what the problem is:
be like an engineer!
address the problem
solve the problem with this product
and come to a conclusion how this product solved the problem
present this to people and they should start listening. u need to look legit, u cant just try to sell a product when no one knows what to do with it. good luck!

Some measures might just work. I just hope it won't be used to dump products (those that don't sell) in the third world countries like the Philippines.

If you think that your product is good, have it advertised in a home-tv-shopping channel. They show products that look good on tv and after you bought them, you'd realize you never really needed them.
