URL is short for Universal Resource Locator, and it stands for an internet address or domain name.
TO get 'into' one, you type the address (URL) into the Address bar on your browser.
To get one of your own, you go to any internet domain registrar (search Google for register domain name) and search until you find an available domain name that you like. Once you register it at a nominal fee, it's yours.
It's kind of like registering a trade name, only online.
