well the costs vary depending on what you are doing. Online business then cost of domain/hosting website setup anything upto a couple of hundred dollars for basic. Then you must register within 3 months or you will get fines

In my area I had to pay for a business license with the State, plus my DBA's (doing business as) names. Then there was the city permit. I think it all came to about 80.00. Domain name registry was 35.00. The rest varies widely, depending on type of business. On-line or not? Staffing expense? I do recommend starting out with a good bookkeeping software such as Quicken. You can find Quicken type software on sale for under 50.00. Good luck.
