Am not sure who has the best in uk but in my area its 440 kbps and I average 380 kpbs. Its enough to play 2 xbox's on line though.

My sons friend who live is Norway has 10 gig download and 10 gig upload, yes 10 gig upload. But it a lot colder there and will cost you well over 3 quid for a pint.

i would recommend bt themselves. They are not the cheapest isp, but the most reliable in my opinion. Your right u need a bt line with other isp, talk talk for example offer free broadband, but you still have to pay the line rental to them, they actually rent the line from bt, so u dont get a bill from bt themselves. companies like sky, tiscalli, and the post office are annoying cos you get two bills, 1 from them for the broadband, and 1 from bt for the line rental. virgin is also good, if u live in a cable area, thats who im with, and my broadband is £3.99 a month plus line rental. Just be aware broadband is usually an 18 month contract

Be* have the fastest. And Be* are CRAP! they overcharged all their customers at one point up to 5+ times. Support Is SLOW and people in the support forums are RUDE

It also deppends how far you are from the exchange. As i know too well copper quality isn't too good with BT and speed is lost the further away you are.

Best chance is someone like NTL that you get the speed you pay for. But not "UP TO"
