Run an Ad-Aware or Spybot Search and Destroy scan on your computer. You can find both of them for download at download.com.

Forget all pop-up blockers and adware programs. They wont help under certain circumstances.
goto http://www.hijackthis.de and download the utility hijackthis.exe
DO FOLLOW the instructions to install the program and run it accordingly.
Once the program scans your computer, copy the content in the log file and paste it in the box on http://www.hijackthis.de
(Note: Dont remove the 'check' from 'Show the visitors ratings').
Now, you can understand what malicious software is installed on your computer which is causing those pop-ups and ads.

This is so far THE BEST tool I have found and I use it daily many a times. I'm a troubleshooter working for DELL :o)

The popups could be the result of spyware - to find out, go to this page - http://www.malwaresolutions.com/tools_spyware.html and download, install and update - SpyBot Search & Destroy and AdAware

Then restart your computer in Safe Mode (tap the F8 key while your computer begins the boot process - read more about Safe Mode here - http://www.vermontpcsolutions.com/how_to_start_in_safe_mode.html
and run both programs (one at a time please) and see what spyware/adware they find.

The next thing I would do is install free anti-virus as well - it can't hurt! go here - http://www.vermontpcsolutions.com/tools_anti_virus.html and download, install and update AVG Anti-Virus - then start in Safe Mode are run a virus scan.

Next, I would download Mozilla Firefox (it is an alternate web browser - (much better than Internet Explorer) - you can find it here - http://www.vermontpcsolutions.com/tools_browsers_firefox.html
This will come with the Google Toolbar which (as someone else mentioned - has a built in pop-up blocker).

Switch off System Restore as back up files may be hiding in there, and it will just restore itself. Go to Start - programs - accessories - system tools - system restore.
Run your anti virus and anti spyware in Safe Mode. To get into Safe Mode repeatedly press the F8 key after the bios screen loads but before Windows loads. You'll know if you made it because the screen will be at 800 x 600 and your pc will be slow.
Its easier to prevent malware getting on to your sytem in the first place rather than trying to remove it. All the following programs are free for home use;

You need to install one firewall.
The Windows firewall doesn't stop malware on your pc from dialling out.

You need to install one anti virus;

http://www.safer-networking.org - Spybot Search and Destroy anti spyware. Use the Teatimer settings to protect Internet Explorer, and the Immuniser to stop malware getting on your pc.
Spywareblaster works with Internet Explorer and Firefox. It won't uninstall spyware that is already on your pc, but it will prevent hijacks and other malicious changes to your browser.

Get Yahoo or Google Toolbar. Both have popup blocking features and come loaded with useful stuff.

Download Ad-Aware and Spybot search and destroy from www.download.com
Run a scan on both things and this will clear it straight away.
Also, try a Virus/ Spyware Scan.
