The testosterone hormone inhibits the growth of breasts, which is why a man who has a sex change needs hormone therapy.
Laugh at the person that told you this and take what they say as suspect unless they can cite the source or prove it in another way. I say this because it sounds like they have not given a 'for instance' which lets you know under what conditions they are speaking of.
A lot of 'fact' out there really is not, it is merely rumor or supposition repeated until it is confused with fact. Look up male hormones on WebMD and do some research on your own on what the hormones do. (for example testosterone in women is a major component of sex drive, not mustaches for the most part ;-) )

They can in certain circumstances. The movie Fight Club has an example of it, a man in the movie has testicular cancer and the treatment he receives raises his testostarone and, as a result his estrogen levels increase, thus making him grow 'man boobs' or as they are called in the movie '***** ****'. So yeah men can grow boobs.

The modern food (industrialized food: milk, eggs, Genetically modified grains, meat) causes hormones out-of-whack and boys start releasing more estrogen. mmuch before breasts develop, the hips, belly develop. breasts are last to start developing. These boys grow obese quickly, are shy like olden day girls and they have least desire to marry a girl.
I have two patients who are facing these problems.

I heard by a girl that had more estrogens and at 17 she had big boobs!.

Actually, this is possible. Sometimes when men are treated for certain kinds of cancer, their testosterone is raised, so their body naturally produces more estrogen to balance it, and they grow breasts.

men have a bit of estrogen & ladies have a liddle bitta testosterone.........if they didn't,we'd probly have more than a 50 percent divorce rate,,,,,,,,maybe they could test some of the worst jail inmates to see if they have deficiency of estrogen or testosterone..............if a guy gets enough estrogen i guess he would grow em,,,,,,,the crime dope,drugs in the us suggest these oughta replace brain chemicals as culprits in usa health ills.

not normally, but there is a condition called gynecomastia, where men do grow breasts, because of irregular hormone levels.
