It is a "SCAM"!

Email Lottery Scams - International Lottery Scam Information
Lottery scams are one of the most common types of fraudulent email currently hitting inboxes. Be wary of unsolicited email that informs you that you have won a large sum of money in an international lottery. This is a common Internet scam. There is no lottery and no prize. Those who initiate a dialogue with the scammers by replying to the lottery scam emails will eventually be asked for advanced fees to cover expenses associated with delivery of the supposed "winnings". They may also become the victims of identity theft.

Hey, you know alot of people get these. I got the same about a month ago. I wonder what these jerks would do if we all got together and tracked them down. Like if they didn't have our million E then we get to trample them or something fun.
By the way, I found out the hard way that sometimes even sliding your mouse over a link in one of those letters can activate the malware involved. And forwarding could harm both you and the second.

This is a scam maybe even a phishing scam DO NOT click the links, delete it, treat it worse than spam.

You cannot win what you have not explicitly signed up for, no not even those flashing banner ads on some sites, all fake.
