I just bought a money gram to pay for an item on ebay and I need help filling out. I know that on the first line goes the name of the person Im paying it to, and on the second line Im suppose to sign right?? On the third line, Am i suppose to write my address or the person im sending it to address??

You put your name and address where it says buyer or purchaser

the only times I have come across moneygrams on ebay is when the seller is pretending to sell something they dont own ... there are some high value items where a majority of the adverts are fake.
the trouble with this sort of payment is that it is untraceable, so relatively safe for fraudsters.
everyone has a bank account. if you cant use paypal, you can ask for bank details and transfer cash in ... at least there is a track to the receiving account.
