they are indoor cats and we live in the city. I have never seen fleas and I've looked very carefully.

I couldn't access the link. Anyhow, what you are describing sounds like chin ance. Remedy : DO NOT use plastic bowls (somehow cats react to plastic dishes) - switch to stainless steel or ceramic, dish-wash as often as possible. If all possible (you may want to consider hiring a very experienced groomer or veterinary savy individual) to shave the cat's chin. After completing shaving the chin (about an inch or where the black dirts are), warm compress once to twice daily.
Sounds crazy, but switching the dishes really works!
To find out if it's indeed flea dirt (poop) or not, flake those dirts onto a clean hard surface, sprinkle some water over the dirts and press a WHITE clean paper towel over the dirt, if the dirt on the paper towel turns red, it's flea dirt, else it's just dirt or ance. The reason flea dirt turns red is because fleas ingest blood and hence the poop will be red. Been a long day ... I'm babbling, hope this makes sense :)

Chin acne is quite common, and the other poster was correct, in that changing to metal, glass or porcelain dishes will help. What I find useful is a used toothbrush which is fairly soft from brushing. Washed and cleaned, it can be used to brush the dirt off the chin, thus clearing the plugs from the pores. Then use the compresses. You an also clean with the human product Phisohex, but be sure to completely rinse this off afterwards. It will clear up, but some cats are prone to recurrences.

The picture was not very clear, but if they look like scabs, I may have seen them.

My cat got some wierd black/red/brown scabish loking things on his nose and lip. The eventually healed and left black spots behind. The vet said that they were nothing to worry about, and that the black spots were kind of like cat freckles. Simply discolorations of the skin.

However, I would strongly advise you call your vet and describe the situation. If you don't have a vet, you might try asking the vets at purina.com. I have contacted them about several things, and they have always said very similar things to my actual vet.

It's cat acne! Very common and 100% normal. Don't fret it, you could scrub all day but it'll come back.

Best case scenario, you can clean it everyday, and switch to metal bowls.

Do you feed them milk? sometimes milk can cause acne and pus can build up under the skin. better have the vet look at them.
