You can go into Internet Explorer and click Tools-Options and click on Content and enable the content advisor and click settings and make them what you desire or there are pay programs like NetNanny and others just make sure the password isn't something they'll figure out. Make it your childhood phone number or your childhood's best friends birthday or something they can't guess because they will spend hours trying to break it. Go to www.ask.com and put in Safe Surfing for teens and you'll see a bunch of different programs though you may want to check them out first by again www.ask.com and type in "problems with NetNanny" or visit the site's forum to see the issues and if there is a resoultion before buying them. You can also make them their own user account and password and limit their access don't give them administrative control or they can break any password.

I presume you are using XP and don't want to buy Vista :).
Go to start / settings /control panel /user accounts,form here you can set up a user account for her and set parental filters etc.
Protect all other accounts with a Password so that she can only use her account,I think you can set a password here that does not allow for any changes to be made except by you

the only way to prevent her from accessing stuff u don't want her to is to sit there with her while shes online. otherwise don't allow her online
