I do think this is a ploy to 1) test the security and safety systems for future reference when planning a real attack, and
2) intimidate the airlines and passengers, so they will be reluctant to say anything if they become suspicious, so that a real attack will be more likely to succeed.

What kind of insane conspiracy theory is this? After the Oklahoma city bombings, did you assume that most veterans of the US army were plotting to blow people up? That would be the same logic you are following.
There are 1000s and 1000s of imams in the world, and almost none of them have any ties to terrorism. Sure a few do, but far from most. Non-muslims have hijacked planes too.
Maybe these imams are suing because they were discriminated against? Have you ever given any serious thought to what that might feel like? I'd be angry too.
