By best wrestler, do you mean pure ring ability? I will work under this assumption.
Currently, it is most likely Kurt Angle, but Samoa Joe and Chris Benoit are high up there on the list so it could be one of those guys.
Past, your looking at Lou Thesz, Ricky "the Dragon" Steamboat and anybody named Hart. Take your pick.
