If not, who is your audience?
Middle school and high school students probably don't want to hear about nuclear proliferation in the Baltic states.
Is it a speech only, or can you use power point or the likes. I once did a very fun speech on cats as a species plotting to overthrow the world.
You could also to a debate type speech for or against physician assisted suicide and euthanasia.
Biggest question to ask your self is, "Who is my audience?"

Firstly even before you start talking.... know who is your Audience. What type of function will be speaking at - Casual or Formal? (this will provide you an idea of the audience type you'll be speaking to)
Once you know your audience, you can now come up with a appropriate topic to speak. You won't want to be telling 'raunchy ladies' jokes in a Women Association Meeting (...where some people may find it offending).
A good way to make your speech memorable and interesting (works for almost any topics) is to start off with an interesting opening. As some say open with a BIG Bang!
You can do this by starting with an Attention Grabbing title, something that will pump up the curiosity at the very start.
Example, if you're talking about a parent who is a role model, instead of saying. "My Father the Role Model", you can bump up your attention ratings by saying, "MY In-House Mentor!".
And whenever possible, always try to add your personal experiences to your speech. Two reasons why you do this - 1. It makes it easier for you to talk about - 2. It's more dynamic than speaking about somebody else's experience.
Always use simple words, avoid cliches or big words. Often, we are falsely carried away that using BIG words means we are delivering an impressive speech. Rather than be "impressive", our main objective for a good speech should be "expressive".

It's always important to choose a topic that you are familiar with or are very curious about. See, the best advice is to find a topic that you are passionate about or that excites you.
1. Enthusiasm the key to a great speech.
2. Research possible topics by looking at news.yahoo.com or www.cnn.com or the local newspaper.
3. Ask your parents, friends, possible topics, since they know you best.
4. Write a personal inventory where you ask yourself what your hobbies/likes are.
Again: Find a topic that is "cool" and "interesting" and it will help you!!
SUGGESTIONS:
1. Celebrity Obsession
2. Plastic Surgery: Dangers
3. Americans: Becoming too Materialistic
4. Cheating in America: Why people are starting to feel it's ok to cheat.
ORGANIZE the speech in PROBLEM/SOLUTION FORMAT.
1. First, explain/define the problem.
2. Argue how it is bad/wrong for America.
3. Focus on offering solutions to the problem.
Make sure you include a strong introduction and conclusion to the speech.

I can't give you a topic. But, I'll give you advice. Tell a story then make a point.
I recently told three stories about the three special needs kids I work with at my church. The, I told the audience about the lessons I have learned as from each kid and the lessons they can learn.
Don't go research some lame topic and report on it. Instead, tell a story.
Let's say your speech is about underwater basket weaving. Don't go into the history of that subject, or the three steps to weaving a basket underwater.
Instead, tell them about your Aunt Flossie, who taught you about underwater basket weaving and why it's important to you. THEN tell them how you do it. Or, if you're going to tell about the history of underwater basket weaving...tell a story of a famous underwater basket weaver.
I am the holder of 16 trophies from public speaking completions, and I can tell you...stories work better than a list of facts anytime.

Well people never get tired of talking about two things: sex and money. If you choose a subject on either topic it'll get people's attention.
