If you are looking for free website templates, then try one of these:
http://www.steves-templates.com/template...
http://www.freewebsitetemplates.com/...
http://www.freelayouts.com/
Then go to Nvu http://www.nvu.com/ and download their free html editor, you don't need to know html, it will do it for you.

HTML then move onto CSS. CSS makes the HTML look good. People always say move onto JavaScript after you learn HTML and CSS but I would suggest moving onto PHP or some other kind of server side language. JavaScript can be used to validate forms and sending information to a database without having to refresh the page but it's mostly used for effects and making the site more user friendly. Without downplaying JavaScript's importance it's a complicated language with a difficult syntax, go with PHP, it's a lot easier to learn and you'll have more fun with it. -Billy

Why not just learn to make it yourself?

Pure HTML is easy.

Just google HTML tutorial.

Also Javascript should never be used in web page design, only in handling user actions, so you probably won't need it very much.
