First collect and store the male rat's sperm through stimulation. Then on identifying the female rat's ovulation spell, from the menstrual secretions counting the cycle , determining the mid point, and zeroing in through temperature reading , chose the time for insemination, thaw the semen to the body temperature level of the female rat and then injecting the thawed sperm through an ijection syringe without the sharp needle, preferably using a short extension pipe to ensure safe delivery to the uterine cavity.

Its a veterinary procedure and if you try to do it yourself, you will cause her harm. If your heart is set on home-breeding, borrow a male rat. If you already have frozen rat-genes, go to the flipping vet already and stop asking this question!

Don't try freezing semen in your freezer; you have to use liquid nitrogen to flash freeze it without causing destructive crystalization.
Better yet, collect the semen no more than 2 hours before using it.
