Use synthetic division:
Divide: 1 12 28 by -9

You get 1 3 1
The 1 on the far right is the remainder.
x+3+[1/(x+9)]

Well try doing it out on paper with the help of a calculator. You can also do some Google searches for online algebra equation makers.
