i use windows XP, and when i double click the clock, the date and time properties window opens. from there, click time zone and there will be a drop down arrow. select your time zone from there. also there's a box at the bottom of that you can check to automatically have it adjust for daylight savings time. Be sure to click ok when finished changing it, or it will just go back if you click the x.
