I am having trouble sending emails. I am using Outlook Express 6. What happens is that outlook connects then isn't able to send or recieve anything it just checks until you stop it. Any pointers on how to fix that?

Did you clear out all the mailboxes - copies of sent e-mails, bulk, drafts, etc.
One suggestion from another user.
Check under accounts>properties>advanced and see which port you're using for sending outgoing mail (I believe the default is 25) Contact your internet provider and see if they suggest using an alternate. For example, I had to change mine to port 587 at their suggestion to get things working.

You need Microsoft Outlook Connector. You can download it in www.microsoft.com, free
